It seems to me that an officer losing his situation in a Colony in consequence of a reduction of establishments, is entitled, at the least, to the cost of his passage from home to the Colony and back to this country at the charge of the Colony which is to benefit by the reduction.

The circumstance of his having come home on sick leave does not, in my opinion, deprive him of his claim to the extent above stated.

I think the Treasury may be requested to reconsider their decision if it be ascertained whether Mr. Blackwood's estimate of the cost of passage (£120 each way) is correct.

With reference to your letter of the 27th of February last, stating that the Secretary of State for the Colonies authorized the payment of a gratuity of seven dollars to Mr. S. Stone on the occasion of his serving as the Clerk in the Colonial Treasury, I am directed to request that you will obtain from the Colonial Secretary a report on the appointment in question, and state whether he had ever held any other appointment.
